การประยุกต์ใช้วิธีการแบบ API เพื่อส่งเสริมเศรษฐกิจชุมชนอย่างยั่งยืน บนฐานการอนุรักษ์ป่า

บทคัดย่อ
บทความวิจัยนี้มีวัตถุประสงค์เพื่อนำเสนอและประยุกต์ใช้วิธีการแบบ API (area-product-issue) ในฐานะเครื่องมือส่งเสริมการเกษตรเพื่อพัฒนาเศรษฐกิจชุมชนอย่างยั่งยืนบนฐานการอนุรักษ์ป่า โดยใช้ ผลการศึกษาจากงานวิจัยเรื่องกลยุทธ์การพัฒนาเศรษฐกิจชุมชนอย่างยั่งยืนบนฐานการอนุรักษ์ป่า กรณีศึกษาวิสาหกิจชุมชนวนเกษตรป่าต้นน้ำแม่ลาว จังหวัดเชียงราย เป็นฐานในการสังเคราะห์กรอบแนวคิดเชิงระบบ การศึกษานี้ใช้การวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม (PAR) ผสมผสานกับวิธีวิจัยแบบผสม โดยเก็บข้อมูลเชิงปริมาณจากกลุ่มตัวอย่างสมาชิกวิสาหกิจชุมชนจำนวน 110 ครัวเรือน ร่วมกับการเก็บข้อมูลเชิงคุณภาพผ่านการสัมภาษณ์ผู้ให้ข้อมูลหลัก 20 คนและการประชุมกลุ่มย่อย ผลการศึกษาเชิงประจักษ์พบว่า พื้นที่มีศักยภาพ
ด้านทรัพยากรธรรมชาติที่เหมาะสมต่อการพัฒนาเกษตรแบบวนเกษตรในเขตป่าดิบเขาและป่าต้นน้ำชั้น 1A โดยมีผลผลิตป่าและผลผลิตทางการเกษตรหลัก ได้แก่ กาแฟอาราบิก้า ชาอัสสัม และน้ำผึ้งป่า ซึ่งพึ่งพิงฐานทรัพยากรพืชอาหารของผึ้งป่าที่ออกดอกหมุนเวียนในพื้นที่รวมกว่า 80 ชนิด อย่างไรก็ตามผลการวิเคราะห์ข้อมูลทั่วไป
พบช่องว่างเชิงโครงสร้างเนื่องจากเกษตรกรร้อยละ 73.64 เป็นผู้สูงอายุ และร้อยละ 62.73 มีรายได้เฉลี่ยระดับต่ำ (5,001-10,000 บาท/เดือน) ทั้งยังเผชิญข้อจำกัดด้านการเสื่อมโทรมของป่า วิกฤตความเสี่ยงจากไฟป่าในหน้าแล้ง และช่องว่างในการเข้าถึงตลาดเพื่อยกระดับผลผลิตสู่ ผลิตภัณฑ์ชุมชนมูลค่าสูงที่มีการสร้างตราสินค้า
การประยุกต์ใช้วิธีการแบบ API แสดงให้เห็นว่าสามารถบูรณาการศักยภาพของพื้นที่ (Area) การพัฒนาห่วงโซ่คุณค่าของผลิตภัณฑ์ (Product) และการจัดการปัญหาเชิงนโยบายและสิ่งแวดล้อม (Issue) ได้อย่างเป็นระบบ ส่งผลให้เกิดแนวทางการพัฒนาที่สอดคล้องกับบริบทพื้นที่ ลดความซ้ำซ้อน และเพิ่มประสิทธิภาพการส่งเสริมการเกษตร ทั้งยังสามารถนำไปประยุกต์ใช้ในพื้นที่ที่มีบริบทคล้ายคลึงกันได้
