Application of the API Approach to Promoting Sustainable Community Economy on a Forest Conservation Basis

Abstract

This research article aims to present and apply the API (area-product-issue) approach as an agricultural extension tool for developing a sustainable community economy on a forest conservation basis. The conceptual framework was systematically synthesized using empirical findings from a primary study entitled Strategies for Sustainable Community Economic Development on a Forest Conservation Basis: A Case Study of the Agroforestry Enterprise of the Mae Lao Headwater Forest, Chiang Rai Province. A mixed-methods research design was employed, integrating participatory action research (PAR) with quantitative methods. Quantitative data were gathered from a sample of 110 member households of the community enterprise, complemented by qualitative data obtained through interviews with 20 key informants and focus group discussions. The empirical results indicated that the area possesses high natural resource potential suitable for agroforestry development within the montane forest and Class 1A watershed zones. The primary forest and agricultural outputs include Arabica coffee, Assam tea, and wild honey, which heavily rely on a resource base of over 80 bee flora species blooming rotationally throughout the area. However, the demographic and socio-economic analysis revealed critical structural gaps: 73.64% of the farmers belong to the aging population, and 62.73% earn a low average monthly household income ranging from 5,001 to 10,000 THB. Furthermore, the community faces significant constraints, including forest degradation, dry-season wildfire risks, and market accessibility gaps required to upgrade raw outputs into high-value, branded community products. The application of the API approach demonstrates its capacity to systematically integrate spatial potential (Area), product value-chain development (Product), and policy and environmental mitigation (Issue). Consequently, this approach yields localized development guidelines that eliminate redundancies, enhance agricultural extension efficiency, and offer scalability for replication in areas with similar contexts.
