Comparative analysis of FSVA and FSQ methods in food security in Indonesia

Abstract

Food security measurement plays an important role in determining regional food policy and identifying vulnerable areas. The results showed substantial differences between the two approaches across food availability, accessibility, utilization, and overall food security classifications. FSVA generally produced more conservative classifications based on absolute production, population, and land productivity, while FSQ tended to generate more optimistic results due to its emphasis on commodity contribution and specialization. Significant differences were particularly found in food availability and food utilization dimensions. Central Bengkulu Regency, for example, was categorized as very vulnerable by FSVA because of low total food production, but was classified as very resistant by FSQ due to the relatively high contribution of cassava production. Overall, FSQ tended to classify more regions as food secure compared to FSVA, potentially leading to overestimation of regional food security conditions if used as a single measurement approach. These findings are indicated that different food security indicators may produce contrasting interpretations and policy implications. Therefore, the selection of appropriate and complementary food security measurement methods is essential to support more accurate and comprehensive food security policymaking.
