บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการดำเนินงานที่ประสบความสำเร็จของศูนย์ข้าวชุมชน 2) ปัจจัยที่เกี่ยวข้องกับการบริหารจัดการศูนย์ข้าวชุมชนแบบครบวงจร 3) พัฒนาโมเดลการส่งเสริมการบริหารจัดการศูนย์ข้าวชุมชนแบบครบวงจร และ 4) ประเมินโมเดลการส่งเสริมการบริหารจัดการศูนย์ข้าวชุมชนแบบครบวงจร วิธีการวิจัยเป็นแบบผสม โดยการสัมภาษณ์เชิงลึก จากการเลือกกลุ่มตัวอย่างแบบเฉพาะเจาะจง จำนวน 12 คน สำรวจปัจจัยที่เกี่ยวข้องกับการบริหารจัดการศูนย์ข้าวชุมชนแบบครบวงจร จากประชากร 894 คน กำหนดขนาดกลุ่มตัวอย่างโดยใช้สูตรของทาโร ยามาเน ได้กลุ่มตัวอย่าง จำนวน 277 คน เก็บข้อมูลโดยใช้แบบสัมภาษณ์ วิเคราะห์ข้อมูลด้วยสถิติพรรณนา วิเคราะห์องค์ประกอบ และวิเคราะห์ถดถอยพหุคูณ ผลการวิจัยพบว่า ปัจจัยที่มีผลต่อความสำเร็จในการบริหารจัดการศูนย์ข้าวชุมชนแบบครบวงจร ด้านการพัฒนากลุ่มเพื่อความยั่งยืน อยู่ในระดับมากที่สุด (𝑥̅ = 4.54 SD = .591) ด้านการบริหารจัดการ อยู่ในระดับมากที่สุด (𝑥̅ = 4.37 SD = .690) และด้านการผลิตเมล็ดพันธุ์ข้าวคุณภาพ อยู่ในระดับมาก (𝑥̅ = 4.11 SD = .591) เมื่อส่งเสริมศูนย์ข้าวชุมชนให้ปฏิบัติตามแนวทางทั้ง 3 องค์ประกอบ สามารถส่งผลต่อความสำเร็จในการบริหารจัดการศูนย์ข้าวชุมชนแบบครบวงจรเพิ่มขึ้น ร้อยละ 77.80 การพัฒนาโมเดลการส่งเสริมการบริหารจัดการศูนย์ข้าวชุมชนแบบครบวงจร ใช้หลักการบริหารมุ่งผลสัมฤทธิ์ (RBM) มาเป็นกรอบในการพัฒนาการบริหารที่มุ่งเน้นผลลัพธ์ของงาน เพื่อเปลี่ยนแปลงศูนย์ข้าวชุมชนสู่การบริหารจัดการแบบครบวงจร ให้สามารถผลิตและกระจายเมล็ดพันธุ์ข้าวคุณภาพดีได้อย่างทั่วถึงและเพียงพอ มีอาชีพที่มั่นคง มีรายได้เพิ่มขึ้น และเกิดความเข้มแข็งในชุมชน ส่งผลให้มีความเป็นอยู่ที่ดีขึ้น การประเมินโมเดลอยู่ในระดับความคิดเห็นมากที่สุดในด้านความเหมาะสม ความเป็นไปได้ในการนำไปปฏิบัติ ความสอดคล้องกับบริบท และการนำไปใช้ประโยชน์ได้จริง
